Understanding the Importance of a Management-in-Use Plan for Fire Safety Compliance

Over the past several years we have seen a big increase of developers having designed a building structure that do not meet the building compliances of today.  For them to achieve the goal of building a conforming structure, designers with their teams of Architects. Fire Engineers Civil Engineers etc come up with what we now know as Performance Solutions.

A Performance Solution provides a tailored solution to meet the intended objective of the Deem To Satisfy requirements of the National Construction code. A Performance Solution must comply with all relevant Performance Requirements and must be verified using one or a combination Assessment Methods.

Within the Fire Engineering Report the Fire Engineer may recommend that a Management in Use Plan be created and they may stipulate what is required to be placed in the document.

While not legislatively required, it is strongly recommended that a management-in-use plan is produced to supplement the certificate of occupancy, fire and evacuation plan and relevant approval documents with a clear summary all performance solution aspects to be maintained/observed to comply with the above obligations.

It is recommended that a ‘Management in Use’ (MIU) or similar document to be produced. This would supplement the information provided on the Certificate of Classification and provide additional valuable guidance to building management and other parties. A MIU document might include:

  • Full details of the overall fire safety design of the building (including all applicable DTS and performance Solution requirements);
  • Assumptions that were made in the assessment of the Performance Solution(s);
  • Limitations that apply to the acceptability of the Performance Solution(s);
  • Procedures and processes that must be adhered to during the ongoing management and use of the building.
  • Detailed maintenance requirements for the fire safety design elements, especially where ‘non-standard’ components have been used in the design.

A Management in Use plan is intended to be a live document that assists the owners to mange the safety of the facility for the life of the facility.  If changes are made, then the MIUP would be updated to reflect any changes and to ensure that all safety protocols are being managed.

The MIUP is intended also to ensure that no unnecessary works or damage to the building that could compromise its effective safety on fire.
