Designing Multi-Year Evacuation Exercise Scenarios: A Cycle for Australian Facilities

Every Australian facility with a compliant emergency plan runs at least one full evacuation exercise a year. Most of them run the same one. A standard fire drill, at a predictable time, with a predictable scenario, producing predictable results. The Emergency Control Organisation (ECO) practises the routine they already know, the plan is signed off as tested, and the facility moves on.

This meets the letter of AS 3745:2010. It does not meet the intent. The intent is to test the emergency plan across the range of scenarios the facility might actually face. A facility that has only ever exercised a routine fire scenario has only ever validated one slice of its plan. The other slices, the ones covering bomb threats, hazmat, active threat, medical, telecommunications failure, and every partial or combined scenario, remain untested until a real incident tests them.

Why the annual fire drill is not enough

AS 3745:2010 requires at least one full evacuation exercise per year. The standard does not prescribe the scenario. Facilities that default to a fire drill are choosing the scenario, and choosing the same one repeatedly means the same components of the plan get tested every time. That produces two predictable outcomes.

First, the tested components get very good (the fire alarm signal, the primary evacuation route, the standard assembly area, the fire sweep). Second, the untested components stay untested (the lockdown signal, the secondary assembly area, the sheltered response, the bomb threat call-taker, the hazmat isolation, the Personal Emergency Evacuation Plan (PEEP) execution under a non-standard scenario). The plan looks compliant. The capability it delivers is uneven.

The fix is not to run more fire drills. It is to design a multi-year cycle that rotates through the full range of scenarios the facility might face.

The three-family framework

AS 3745:2010 categorises emergencies into three families. A multi-year cycle should touch every family at least once. The three families are:

  • Human-induced: bomb threat, civil disorder, armed intruder, hostile vehicle, suspect object, medical emergency, arson
  • Natural: bushfire, cyclone, earthquake, flood, severe storm, heatwave
  • Technological: hazardous substance release, structural failure, lithium-ion battery fire, telecommunications outage, utility failure

Not every family applies to every facility. A CBD office tower faces limited bushfire risk. A regional site faces limited hostile vehicle risk. But most Australian facilities face credible scenarios from at least two families, and multi-tenanted or high-occupancy facilities face scenarios from all three.

The four exercise types

The word “exercise” often defaults to “full evacuation drill”. In fact, four types of exercise sit on a spectrum from low-effort to high-effort, and each has a role in the cycle:

Tabletop exercise

The ECO gathers around a table, receives a scenario briefing, and works through the response verbally. No physical movement, no alarm activation. Duration 60 to 120 minutes. Best for testing decision frameworks, exploring “what if” variations, and orienting a new Chief Warden. Low disruption, high learning value for the ECO leadership.

Walk-through exercise

The ECO physically walks through the response, testing routes, assembly areas, and warden zones without a full building evacuation. Duration 60 to 90 minutes. Best for validating spatial elements: is the primary route still clear, is the secondary assembly area still accessible, does the PEEP route work in practice?

Partial evacuation exercise

One floor, one wing, or one zone is evacuated. The rest of the facility continues to operate under a “sheltered” or “monitoring” status. Duration 30 to 60 minutes for the affected area. Best for testing partial responses (which are the most common in real incidents), zone-specific procedures, and the Chief Warden decision framework for partial versus full evacuation.

Full evacuation exercise

The whole facility evacuates to the primary assembly area. Duration typically 15 to 45 minutes for the evacuation itself, plus roll-call and debrief. Best for testing the full plan end-to-end, high-occupancy assembly area function, and the whole-of-ECO response.

The standard requires at least one full evacuation exercise per year. It does not restrict you to running only that. A serious multi-year cycle uses the other three exercise types to fill gaps that the full evacuation does not touch.

A worked three-year cycle

Below is a worked example of a three-year cycle for a mid-sized Australian office building with 200 to 400 occupants. Adapt to your facility size, risk profile and industry.

Year 1

  • Q1: Tabletop exercise on a bomb threat scenario. Tests the Chief Warden decision framework and the call-taker procedure.
  • Q2: Walk-through exercise on the secondary assembly area and PEEP routes. Validates the spatial elements most likely to fail in a real incident.
  • Q3: Partial evacuation exercise on a floor of the building. Tests zone-specific procedures.
  • Q4: Full evacuation exercise, standard fire scenario, with a “twist” (for example, primary route blocked, requiring secondary route). Satisfies the AS 3745 annual full evacuation requirement.

Year 2

  • Q1: Tabletop exercise on a hazmat release scenario. Tests shelter-in-place versus evacuate decision framework.
  • Q2: Walk-through exercise on communication failures. What happens if the public address (PA) system is unavailable? What happens if mobile networks are down? Tests the fallback procedures.
  • Q3: Partial lockdown exercise on the reception area. Tests active threat response and the distinct lockdown signal.
  • Q4: Full evacuation exercise with a non-fire scenario (for example, bomb threat requiring quiet evacuation via secondary routes). Satisfies AS 3745 while exercising a different plan slice.

Year 3

  • Q1: Tabletop exercise on a medical incident escalating to a critical response. Tests warden support and paramedic escort procedures.
  • Q2: Walk-through exercise on PEEP assistants. Are they still in role? Have they been re-briefed? Are the PEEPs current?
  • Q3: Partial evacuation of a specific hazard area (for example, server room, storage area, kitchen).
  • Q4: Full evacuation exercise with a compound scenario (for example, fire concurrent with telecommunications outage). Satisfies AS 3745 with a scenario that tests plan robustness under compound stress.

The cycle continues into Year 4, restarting the scenarios with variation to prevent the ECO from simply memorising the cycle.

Scenario variables to introduce

Even within a repeating scenario type, variables can be introduced that stress-test different plan components. Consider varying:

  • Time of day: an evacuation during shift change hits differently than one during peak occupancy
  • Weather: exercises run in rain, heat or wind reveal issues that fair-weather drills conceal
  • Key personnel absent: what happens if the Chief Warden is out of the building?
  • Systems failure: what happens if the fire alarm PA is down and the alert must be delivered by warden or SMS?
  • Telecommunications outage: what happens if Triple Zero cannot be reached via the primary carrier? (See our guide on Triple Zero fallback procedures.)
  • Visitor and contractor presence: assembly area capacity, PEEP for visitors with mobility needs, contractor accounting
  • PEEP absentee: what happens if the named assistant is on leave?
  • Concurrent minor incident: a medical emergency during the evacuation, testing the ECO ability to manage two events

Documenting the cycle

A multi-year cycle only works if it is documented. The Emergency Planning Committee (EPC) owns the exercise schedule as part of the emergency plan. At minimum, document:

  • The four to six exercises planned for each 12-month period
  • The scenario, exercise type, and target ECO members for each
  • The specific plan elements being tested by each exercise
  • The lessons learned from each exercise (feeding back into the next cycle)
  • The multi-year rotation showing which scenarios have been tested and which remain

Without this documentation, a new Chief Warden or EPC chair has no way to see what has been exercised and what has not. The cycle collapses back to an annual fire drill within one leadership change.

The debrief connection

Every exercise is an incident for debrief purposes. A structured debrief within 24 to 72 hours of the exercise turns the training into learning. Without the debrief, the exercise validates nothing. Exercise design pitfalls

From delivering AS 3745-compliant exercises across Australian facilities for more than 40 years, these are the recurring failures we see in exercise design:

  • The same fire scenario every year, at the same time, with the same assumed conditions. The ECO memorises the drill rather than exercises the plan.
  • The scenario is announced too far in advance. The response is rehearsed, not tested.
  • The scenario is unrealistically severe or unrealistically simple. Neither produces useful learning.
  • No observers or evaluators. There is no independent record of what actually happened.
  • No debrief. The exercise validates nothing because nothing is captured.
  • No follow-through on debrief actions. The next cycle starts from the same baseline as the last one.
  • Exercises are treated as compliance tasks, not learning opportunities. The ECO takes them less seriously than the risk warrants.
  • PEEP assistants are not included in exercises. The people who will matter most in a real evacuation are the least practised.

Frequently asked questions

Does AS 3745 require more than one exercise a year?

AS 3745:2010 requires at least one full evacuation exercise per year. It does not restrict you from running more, and best practice for most facilities is four to six exercises per year across the exercise types (tabletop, walk-through, partial, full). The annual full evacuation remains the compliance minimum.

Can a tabletop exercise satisfy the AS 3745 annual requirement?

No. The annual full evacuation exercise required by AS 3745 must involve actual evacuation of the facility. Tabletop and walk-through exercises complement it; they do not replace it.

How do we choose which scenarios to exercise?

Work from the risk register. The scenarios your facility is most likely to face, and the ones your plan has least tested, are the priority. Over a three-year cycle, aim to touch every family from the AS 3745 taxonomy (human-induced, natural, technological).

Should we tell occupants when the exercise will happen?

For full evacuations, yes, at least in general terms (for example, “an evacuation exercise will occur this month”). For scenarios that would create public alarm (bomb threat, active threat), pre-briefing is essential. The value of a completely unannounced drill is smaller than the risk of occupant panic or media attention.

How much should we exercise the untested scenarios first?

The plan components that have never been exercised are the highest-priority targets. If the lockdown signal has never been tested, that is a scenario that needs an early cycle. If the secondary assembly area has never been used, that is a walk-through that needs to happen in the next quarter.

What if the exercise reveals a serious plan failure?

That is the exercise doing its job. Serious plan failures identified in an exercise are far less costly than the same failures identified in a real incident. Capture the finding in the debrief, action it via the EPC, and schedule a follow-up exercise to validate the fix.

How do we exercise a scenario involving emergency services without actually calling them?

For tabletop and walk-through exercises, use a “simulated call” approach: the Chief Warden makes the call as if it were real, but the receiving party is a role-playing observer or trainer. Some state Fire and Rescue services will participate in larger exercises on request.

Do we need to exercise PEEPs specifically?

Yes. PEEPs that have never been exercised are PEEPs that will fail in a real incident. Every occupant with a PEEP should participate in at least one exercise per year, and the named assistants should be involved in the exercise as they would in a real event.

How long should exercises take?

Tabletop: 60 to 120 minutes. Walk-through: 60 to 90 minutes. Partial evacuation: 30 to 60 minutes for the affected area. Full evacuation: 15 to 45 minutes for evacuation plus 30 to 60 minutes for roll-call and debrief. Multi-day exercises are appropriate only for large, high-risk or industry-specific scenarios.

Who observes the exercise?

At minimum, a facilitator (often external), an EPC member, and a debrief note-taker. For larger exercises, observers assigned to specific zones, roles or plan components. Observation without documentation is not useful; observers should carry a structured observation template.

Can multi-tenanted buildings run exercises jointly?

Yes, and they should. Multi-tenanted buildings have shared alarm systems, shared routes and shared assembly areas. Coordinated exercises reveal the coordination gaps that single-tenant exercises hide. Building management should coordinate the schedule.
