How to Run an Effective Fire Evacuation Drill: An Australian Guide

Most Australian workplaces run at least one fire evacuation drill a year. Most of those drills validate less than they could. The alarm sounds, occupants file out to the assembly area, someone takes a headcount, and everyone goes back to work with the compliance box ticked. If that’s the ceiling for what a drill can achieve, it also becomes the ceiling for how prepared the workplace actually is when a real emergency happens.

A drill run well is a stress test for the emergency plan, a training event for the Emergency Control Organisation, a recognition rehearsal for occupants, and a discovery mechanism for the gaps between what the plan says and what the building actually does. A drill run poorly is a fire alarm test with a walk outside. The difference sits in how the drill is planned, executed and debriefed.

Why so many drills validate so little

The single most common problem with workplace evacuation drills is that they only ever exercise the same scenario. A routine fire alarm, at a predictable time, following the primary route, to the primary assembly area. The ECO practises the routine it already knows. The plan gets rehearsed rather than tested.

AS 3745:2010 requires at least one full evacuation exercise per year. The standard does not restrict facilities from running more, and it does not require the same scenario every year. Best practice is to vary scenarios across a multi-year cycle so the ECO exercises the whole plan, not one slice of it. The individual drill still needs to be well-executed to produce learning, which is what this guide is about.

Phase 1: Planning the drill

The work before the drill determines how much value the drill produces. Twenty to thirty minutes of thoughtful pre-drill planning turns a compliance-only exercise into a genuine validation event.

Confirm the scenario and objectives

  • What scenario are you exercising? Fire is the default. Consider whether this drill should exercise something else: bomb threat with quiet evacuation, hazmat shelter-in-place, medical incident with paramedic escort, active threat lockdown, telecommunications failure.
  • What specifically are you validating? Route usability under load? PEEP execution? A new assembly area? The secondary route? Chief Warden decision-making? Choose one or two specific validation objectives, not “everything”.
  • What twist will you introduce? A pre-scripted twist makes the drill non-routine: primary route blocked, Chief Warden out of the building, PA system unavailable, key warden reassigned last minute.
  • Who will you tell in advance? Occupants generally should know a drill is scheduled that month, but not the exact time or scenario. The ECO members being exercised should not know the twist in advance.

Confirm the ECO and observer plan

  • Who is running the drill? Typically the Chief Warden or a Deputy for the response side, with an external or dedicated facilitator managing the drill itself.
  • Who is observing? Every drill needs at least one dedicated observer with a structured observation template. For larger drills, observers are assigned to zones, roles or specific plan components (e.g. one observer at the assembly area, one on the stairs, one shadowing the Chief Warden).
  • How will you time the drill? Note the alarm activation time, the first person out, the sweep completion time, the assembly complete time and the roll-call complete time.
  • How will you communicate with emergency services? If the drill is scheduled with monitored alarm systems, notify the monitoring provider and any relevant local Fire and Rescue station in advance. Never run a drill that could result in an unwanted emergency service dispatch.

Confirm the safety controls

  • Are the routes safe? Walk them the day before if possible. Confirm no obstructions, no wet floors, no construction hazards.
  • Have contractors and visitors been briefed? Their inclusion in the drill matters, but they need to know it is a drill.
  • Is medical support standing by? For large drills or drills involving stairs, having a first aid officer available for the duration is basic good practice.
  • Is a stand-down protocol ready? If a real incident occurs during the drill, or if a participant becomes distressed, there needs to be a clear signal and pathway to end the drill safely.

Confirm the drill schedule

  • Time of day. Avoid predictable “10am on the last Wednesday of the quarter” scheduling. Vary drill timing across the year.
  • Occupancy conditions. Full occupancy exercises the full plan. Reduced occupancy exercises what happens when the workforce is thin. Both have their place across a multi-year cycle.
  • Weather. Drills run in rain, heat or wind reveal issues that fair-weather drills conceal, particularly at the assembly area.

Phase 2: Running the drill

Once the alarm sounds, most of the value from the drill is going to be captured by observers rather than by the ECO members inside the drill (who are appropriately focused on the response). The drill execution phase is about creating conditions where the plan gets stress-tested in the ways you planned for.

Activate and observe

  • Activate the alarm as planned. Note the exact time.
  • Do not interfere with the ECO response. The Chief Warden and wardens run the drill using the plan. Facilitators observe.
  • Introduce the pre-planned twist at the intended moment. Common examples: notify the Chief Warden that the primary route is blocked, take the PA system offline, remove a key warden from play.
  • Observe against the plan. Are wardens performing their zone sweeps? Are fire and smoke doors being closed? Are occupants using the correct routes? Are PEEP assistants supporting their assigned occupants?

Track the timing

Capture the key timings for later debrief:

  • Alarm activation
  • First person out of the building
  • Last person out of a specific floor or zone (measures sweep completeness)
  • All-clear from each warden
  • Assembly area headcount complete
  • Chief Warden briefing complete

Note the deviations

  • Where did occupants deviate from the plan? Wrong route, wrong assembly area, gathered near the exit, went back inside for personal items.
  • Where did wardens deviate? Skipped sweep areas, incorrect zone coverage, communication breakdowns.
  • Where did the plan itself fail? The route diagram is wrong; the door doesn’t open; the assembly area is being resurfaced.
  • What did the ECO improvise well? Improvisation that works often reveals plan gaps the ECO has already learned to compensate for.

Do not correct in real time

Resist the temptation to fix issues mid-drill. Observers watch and note. The Chief Warden manages the drill. Corrections belong to the debrief. Real-time interference contaminates the observation and prevents the ECO from experiencing the natural consequences of any plan gaps.

Phase 3: Debriefing the drill

The debrief is where the drill turns into learning. Skip it and the drill validates nothing. This is the single most important part of the exercise, and it is also the part most commonly skipped or done badly.

Hot debrief (within 15 to 60 minutes)

Immediate impressions while the drill is still fresh. Held at or near the assembly area. Duration 10 to 20 minutes. Everyone attends. Captures the raw perceptions before they fade.

Structured debrief (within 24 to 72 hours)

The formal session. Chief Warden, Deputy, Communications Officer, wardens, facility management, EPC representative, observers. Duration 60 to 90 minutes. Structured agenda covering timeline reconstruction, what worked, what did not work, surprises, and actions with owners.

Lessons-learned review (within two to four weeks)

Follow-up to confirm actions have been closed and to schedule any targeted re-training or re-exercise. Attended by the EPC and the responsible action owners.

Every drill should feed lessons back into the plan through the Emergency Planning Committee. Actions without owners are wishes; actions without due dates do not happen.

What a well-run drill actually validates

The point of executing a drill well is that it produces validated evidence across the plan components. A well-run drill will surface:

  • Route usability. Are primary and secondary routes clear, marked, useable, and known to occupants?
  • Assembly area function. Does the assembly area work at full occupancy? Is it accessible from all routes? Is capacity adequate for occupants plus visitors and contractors?
  • Warden performance. Are wardens performing their sweep, direction and accounting duties in line with the plan?
  • PEEP execution. Are named assistants present, aware and trained? Do the routes work for the specific occupants?
  • Communication chain. Do the PA system, warden radios, SMS cascades and phone trees actually work under drill conditions?
  • Chief Warden decision-making. Does the Chief Warden apply the decision framework as trained?
  • Emergency service handover. If the drill includes a simulated handover, does the Chief Warden brief effectively using the METHANE framework?
  • Occupant behaviour. Do occupants recognise the alarm, evacuate promptly, follow directions, avoid taking personal items, and stay at the assembly area?

Realistic scenarios to consider beyond the routine fire drill

Even within a fire scenario, variations make the drill more valuable. Consider:

  • Primary route blocked. Force wardens to redirect occupants via the secondary route.
  • Chief Warden out of the building. Deputy takes over unrehearsed.
  • PA system offline. Alerting relies on warden radio, verbal and visual signalling.
  • A PEEP assistant absent. The backup assistant needs to be identified and briefed on the fly.
  • Occupant refuses to evacuate. Tests warden judgement and escalation.
  • Late-arriving occupant enters an area being evacuated. Tests warden accounting.

Common drill execution failures

From more than 30 years of designing, facilitating and debriefing Australian workplace evacuation drills, these are the recurring failures we see:

  • The drill is announced too far in advance. The response is rehearsed rather than tested. Occupants have moved their items, wardens have prepared, and the drill validates nothing.
  • No observers. The drill runs but nothing is captured. The debrief is later constructed from partial recollections.
  • The Chief Warden runs both the response and the drill. Splitting attention degrades both. Use a separate facilitator wherever possible.
  • Facilitators correct in real time. Observers become instructors. The natural consequences of plan gaps never emerge.
  • The primary route is used every time. Secondary route stays untested, so its actual usability is unknown.
  • Contractors and visitors are excluded. The drill validates a facility that only ever holds employees.
  • The debrief is skipped. The single most consequential failure. No debrief means no learning.
  • Actions from the debrief are captured but never closed. The next drill starts from the same baseline.
  • The same warden roles run every drill. No opportunity for deputies or substitutes to exercise their competence.

Frequently Asked Questions

How often does AS 3745:2010 require an evacuation drill?

At least one full evacuation exercise per year. Best practice is to complement the annual full evacuation with tabletop, walk-through and partial exercises through the year, and to rotate scenarios across a multi-year cycle rather than running the same fire drill every year.

Should occupants be told a drill is happening?

Generally in broad terms only. Occupants should know a drill is scheduled that month, but not the exact time or scenario. The ECO members being exercised should not know the pre-planned twist. Completely unannounced drills carry risks of occupant panic or media attention that usually outweigh the marginal benefit.

Who should run the drill?

The Chief Warden manages the response side. A separate facilitator manages the drill itself, including timing, introducing the twist and coordinating with observers. In smaller facilities the Chief Warden can do both, but the observation quality typically suffers.

How long should an evacuation drill take?

The evacuation itself typically takes 5 to 15 minutes depending on building size. The full drill including alarm, evacuation, sweep, assembly, roll-call and hot debrief usually runs 30 to 60 minutes. The structured debrief is separate and runs 60 to 90 minutes within 24 to 72 hours.

What if the drill reveals a serious problem?

That is the drill doing its job. Serious plan failures identified in a drill are far less costly than the same failures identified in a real incident. Capture the issue in the debrief, assign an owner and due date, and consider a targeted re-exercise once the fix is in place.

Do we need observers?

Yes. At least one dedicated observer per drill, more for larger drills. Observation is where most of the learning comes from. Observers should carry a structured template and note against specific plan components rather than freeform impressions.

Should we simulate calling Triple Zero during a drill?

Simulate the call rather than actually making it. The Chief Warden practises the Triple Zero call as if it were real, with a facilitator role-playing the operator. Do not make actual calls to Triple Zero during a drill. If your building has a monitored alarm system, notify the monitoring provider before the drill.

Should contractors and visitors be included?

Yes. A drill that excludes non-employees validates a facility that only ever holds employees. Contractors, visitors and delivery drivers should all be included in the drill, briefed appropriately, and counted in the accounting process at the assembly area.

What happens if a real emergency occurs during the drill?

A pre-agreed stand-down protocol activates. The drill is ended with a clear signal, and the ECO shifts to a real-incident response. This is why the drill facilitator maintains communication with the Chief Warden throughout, and why external notifications (monitoring providers, adjacent buildings) know a drill is in progress.

How do we test PEEPs in a drill?

Include the specific PEEP occupants and their named assistants in the drill. Test the actual route, the actual assistance procedure, and the actual equipment (evacuation chair, refuge area, sign language interpreter). PEEPs that have never been exercised are PEEPs that will fail in a real incident.

Should the same warden roles run every drill?

No. Rotate roles across drills where possible so that Deputy Chief Wardens, backup wardens and backup PEEP assistants get exercised. Real incidents rarely occur when every named role holder is present.

Where does the drill debrief go?

Into the Emergency Management Manual, under version control, with actions tracked to closure through the Emergency Planning Committee. The debrief report is compliance evidence and, in the event of a real incident, is also evidence that the organisation took its post-incident learning obligations seriously.

What’s the difference between a drill, an exercise and an evacuation?

“Drill” and “exercise” are used interchangeably in Australian practice, and AS 3745 uses “exercise”. A full evacuation exercise involves actually evacuating the facility. Tabletop, walk-through and partial exercises complement but do not replace the annual full evacuation required by AS 3745.
